What the statute actually says

California defines e-bikes in three classes (Class 1 and 2 to 20 mph, Class 3 to 28 mph) with a motor under 750 W under CVC § 312.5; there is no licence, registration, plate or insurance requirement. Class 3 requires the rider be at least 16 and that everyone aboard wear a helmet, and helmets are required for all riders under 18 on any e-bike. From January 1, 2026, SB 1271 makes it unlawful to sell an e-bike or battery not tested to UL 2849 / EN 15194, and AB 544 adds an all-hours rear reflector or red light. All three classes may use bike paths by state default, though local authorities and State Parks can restrict specific trails.
