The local rules
Quebec-legal e-bikes are 500 W / 32 km/h max with working pedals and a mandatory helmet, and may use all bike lanes plus the REV network — but throttle-only riding (no pedalling) is banned from bike paths. Riders must be 18+ (14–17 need a Class 6D licence).
