What the statute actually says

An Ontario e-bike must have working pedals, an electric motor of no more than 500 watts, a maximum assisted speed of 32 km/h, and a total weight (bike plus battery) not exceeding 120 kg. Riders must be 16 or older and wear an approved bicycle or motorcycle helmet; no driver's licence, insurance or registration is required. E-bikes are allowed on most roads where bicycles can go but not on 400-series highways, and removing the pedals reclassifies the vehicle as a motor vehicle requiring a licence, insurance and registration.
