What the statute actually says

Under Manitoba's Highway Traffic Act a 'power-assisted bicycle' must have a handlebar and pedals, no more than three wheels, and a single electric motor rated 500 W or less that provides no power above 32 km/h; it is 'not considered a motor vehicle but is considered a vehicle.' The minimum operating age is 14 and every rider must wear a properly fitted, fastened helmet on any highway or bicycle facility, but no driver's licence, registration or insurance is required. E-bikes are barred from sidewalks and, in provincial parks, are treated like mountain bikes.
