What the statute actually says

Nunavut has no e-bike-specific law; its Traffic Safety Act defines a 'bicycle' as being 'propelled by human muscular power through the use of pedals,' so a motor-equipped e-bike instead falls under the 'moped' definition (an electric motor with no stated wattage limit, incapable of exceeding 70 km/h). Because a moped is a 'motor vehicle,' operating one on a highway requires a valid certificate of registration and licence plate and a driver's licence of an authorizing class. The Act's helmet rule covers only motorcycles - which expressly exclude mopeds - so no helmet is mandated for e-bikes at the territorial level.
