What the statute actually says

SGI classifies a power-assisted bicycle as having working pedals and an electric assist motor no larger than 500 watts that cannot propel it faster than 32 km/h. The operator must be 14 or older and wear an approved bicycle or motorcycle helmet, and must follow the bicycle rules of the road under The Traffic Safety Act. No driver's licence or provincial registration is required, though a city may require a special bicycle sticker; units over 500 W, without pedals, or gas-powered are treated as motorcycles.
